1. why do you think that goverment discourse is made to, if not intentionally, keep those it represents outside of its discourse community? i guess in otherwords, why do you think they would make their discourse more inaccessible to people outside of government, the people being represented?
2. can you explain in more depth the difference between instrumental and communicative action?
3. do you think the inclusion of outside commentors in the creation of EISs be a positive addition or would it simply slow down the well oiled process of the inner circle of professionals?
